MH & Offender Report

The East Midlands Development Centre (EMDC) comprises a rich mix of individuals that bring a diverse set of skills to improvement approaches across our client groups. This report builds on our six month report and hopefully provides a good account of what we have been supporting over the last year. We still suffer a little bit by being an unknown quantity to many people so I hope that we can get this report to those who maybe on the periphery of what we do, sparking curiosity and approaching us if you want to know more. Of course, most important to us is to tell the story that we have embarked on for the last year with many partners and real collaborators, people who are making a genuine contribution to the improvement message across so many local
services. It is a great privilege for us to work with them and support them.

The team impact and our ability to respond quickly was highlighted positively by our Stakeholders in the 6 month review (November 2009). Feedback from many people suggests that we have maintained both a responsive service and are continuing to make positive impacts. However, we are very conscious that we must continuously appraise those perceived impacts and ask
questions of our approach. This annual review is one part of that appraisal.

One of the major challenges of 2009-10, which will follow us into 2010-11, is seen within the Quality Improvement Prevention and Productivity (QIPP) agenda. We believe our programmes have
made valuable contributions in this area and that we have responded quickly to this emerging agenda.

Children’s Report

The Children’s improvement programme is led by members of the EMDC working in an integrated way with SHA policy leads and has provided continuity in this area for a number of years now.
While we went through some major changes to the way mental health improvement was delivered in the last 18 months, the children’s programme marched on with many improvement projects. It has very much remained fit for purpose over a number of years, much of this due to its close working with partners and adaptability to an ever changing environment.

It has been a programme that has punched above its weight and with a very small resource, it has delivered an ambitious programme. A small team that has given a lot back and one that the reformed mental health programme has learnt from.
When we took stock six months ago we, produced an overall report. For the annual report we felt strongly that we should publish a free standing account of the really good work this team has undertaken over the last year.

I hope those who have worked with the team will recognise in these pages the impact collectively it has made and that those with less than a direct interest in children’s services, but maybe a keen eye for improvement approaches, will see their unique contribution.
